Why it matters
Consent comes before concrete
Under the Water Act 1974 and the Air Act 1981, a Consent to Establish is required before a unit is built, and a Consent to Operate before it runs. Units that build first and apply later end up on the regularisation route, with conditions they had no chance to design for.
ARN sits on both sides of that line. We prepare and file the applications, and — because the same firm designs and builds — the effluent routing, the storage yard and the stack all appear on the drawings before they appear on the site.

What we file, and what each one is for
The ten applications that cover almost every unit in and around Tiruppur. If your unit needs something outside this list, say so and we will tell you honestly whether it is work we take on.
Consent to Establish — CTE
CTE New for a unit that has not yet been built, and CTE Expansion where capacity, plant or product lines are being added to a consented unit. Filed before construction begins, on the basis of site suitability, process description, water balance and the pollution control measures proposed.
Consent to Operate — CTO
CTO after CTE is the ordinary route, applied once the unit is built and the treatment plant and control equipment are installed and ready for inspection. CTO Direct is the regularisation route for a unit already established without a prior Consent to Establish.
Consent to Expansion — CTO Expansion
Permission to operate added capacity once the expansion is built. Filed with the revised process flow, the incremental effluent and emission load, and evidence that the treatment system has been upgraded to carry it.
Consent Renewal — RCO
Renewal of the Consent to Operate before it expires. Validity depends on the unit's category, so the renewal window differs from unit to unit — we track the expiry and file ahead of it rather than after a stop notice.
Bio-Medical Waste Authorisation
Authorisation under the Bio-Medical Waste Management Rules, 2016 for hospitals, nursing homes, clinics, laboratories and blood banks. Covers segregation and colour coding, on-site storage, the tie-up with a common treatment facility, and the records the Board asks to see.
Hazardous Waste Authorisation
Authorisation under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 — waste categories and quantities, storage area design, manifest handling, and disposal through authorised recyclers or a common TSDF.
Plastic Waste Registration
Registration under the Plastic Waste Management Rules, 2016 for manufacturers of plastic raw material and carry bags, recyclers, and producers, importers and brand owners who put plastic packaging on the market.
Traders on Behalf of Actual Users — Form 7
Registration under the H&OWM Rules, 2016 for traders and dealers handling hazardous and other wastes on behalf of actual users, with the user list, quantities and end-use documentation the application requires.
Annual Returns — Form IV
The annual filing under both the Bio-Medical Waste Rules and the Hazardous and Other Wastes Rules, covering the previous financial year's generation, treatment and disposal. Compiled from your own registers, reconciled, and filed on time.
Extended Producer Responsibility — EPR
EPR registration and obligations under the Plastic Waste Management Rules, 2016 for producers, importers and brand owners — registration, the action plan, collection and recycling targets, and the returns that follow from them.
Categories, validity periods, fee schedules and application formats are set by the Board and revised from time to time. We confirm the current position for your unit before anything is filed. ARN prepares and files; the order itself is issued by the authority, and we do not promise outcomes or timelines that are not ours to give.
